Performance Measurement Report

The Performance Measurement Reporting System (PMRS) is designed to fill the DHE’s statutory obligation to “promote accountability for effective management and stewardship of public funds and to achieve and demonstrate measurable educational outcomes” (MGL, Chapter 15a, Section 7). PMRS provides a comprehensive examination of the performance of each of Massachusetts’ community colleges and state universities on a set of key indicators focused on Access & Affordability, Student Success & Completion, Economic Mobility and Fiscal Stewardship. This tool is intended to prompt constructive conversations about performance, equity and accountability between and among DHE/BHE, the campuses, boards of trustees, legislators and others, ultimately leading to to a better public higher education system for the Commonwealth.

Economic Mobility—coming in June 2025

Formerly called Workforce Alignment, the new Economic Mobility dashboard will return in June 2025 with metrics on:

  • Degree Production in Fields Associated with High-Need Occupations,
  • Post-Enrollment Earnings of Students Enrolling Immediately After High School, and
  • Post-Enrollment Earnings of Students Enrolling at Age 25 or Older

Equity in Student Success & Completion

National Comparisons

MGL, Chapter 15a, Section 7 requires that PMRS include comparison of each institution’s performance to that of a group of national peer institutions. Making such comparisons in student success outcomes requires use of metrics from the U.S. Department of Education’s Integrated Postsecondary Education Data System (IPEDS). These metrics report on similar outcome areas as other PMRS metrics, but they differ in mostly focusing on narrower student cohorts and sets of outcomes.
