At the beginning of each academic year, the Board of Higher Education establishes priorities to guide its own work and that of the Department of Higher Education. The adopted priorities reflect recommendations from the Commissioner, input that the Commissioner has received from campus presidents, the Executive Office of Education and the Department of Higher Education staff, as well as the deliberations of the BHE itself.

FY18 System-Level Strategic Framework
Many of the BHE’s priorities fall under the umbrella of the Vision Project, the BHE’s strategic plan established in 2010, uniting the work of the Commonwealth’s community colleges, state universities and University of Massachusetts with that of the Massachusetts Department of Higher Education to strengthen our performance in both educational achievement and research—while holding ourselves accountable to the public for results.
