The Board of Higher Education negotiates six collective bargaining agreements which affect state and community college, University of Massachusetts, state and municipal employees.
The collective bargaining agreement for the American Federation of State, County and Municipal Employees (AFSCME) covers the period from July 1, 2020 to June 30, 2023.
The collective bargaining agreement for the Association of Professional Administrators (APA) covers the period from July 1, 2020 to June 30, 2023. This Agreement is entered into by and between the Board of Higher Education and the Association of Professional Administrators, Massachusetts Teachers Association / National Education Association as the exclusive bargaining agent for positions in the bargaining unit.
This Agreement will set forth procedures for the equitable resolution of grievances; the terms of employment with respect to wages and working conditions; and the means by which the parties may consult periodically on mutually perceived problems.
The collective bargaining agreement for the Massachusetts Community College Council, Massachusetts Teachers Association/NEA Division of Continuing Education (DCE) covers the period from June 1, 2018, to August 31, 2020.
The collective bargaining agreement for the Massachusetts Community College Council (MCCC) covers the period from September 1, 2020 to August 31, 2023.
Agreement Preamble
“This Agreement is entered into by and between the Board of Higher Education or its successor (hereinafter the Employer) and the Massachusetts Teachers Association/Massachusetts Community College Council (hereinafter the Association) as the exclusive bargaining representative for all employees in the bargaining unit described in Article I. Both parties to this Agreement recognize the unique contributions of the community colleges to education in this Commonwealth. Further, the parties recognize the need to strengthen and secure community college education. This Agreement has as its purpose the promotion of harmonious relations between the Employer and the Association. The parties declare their commitment to maintaining and improving the quality of educational services offered by the Community Colleges. To this end, the parties recognize their statutory obligations pursuant to the provisions of General Laws, Chapter 150E, and the rules and regulations promulgated thereunder, to negotiate in good faith with respect to wages, hours, standards of productivity and performance, and other terms and conditions of employment. The parties are committed to explore other effective approaches to bargaining and labor relations.

The collective bargaining agreement for the Massachusetts State College Association (MSCA) covers the period from July 1, 2014, to June 30, 2017. This Agreement is entered into by and between the Board of Higher Education, acting through the Council of Presidents of the State Universities, and the Massachusetts Teachers Association / National Education Association, as the exclusive collective bargaining agent for members of the bargaining unit.
The basic functions of instruction, research and public service at each University are performed by a community of men and women who have chosen a profession whose primary functions are facilitating learning, assisting students in their quest for scholarly fulfillment, demonstrating the qualities associated with scholarship and performing public service. It is therefore fitting that, in accordance with the provisions of this Agreement, they participate with students and administrators in decision-making at each State University. Accordingly, this Agreement seeks to establish a firm basis for the professional role of faculty and librarians at the State Universities.
The collective bargaining agreement for the Massachusetts Teachers Association/NEA, Massachusetts State College Association Division of Graduate and Continuing Education (GCE) covers the period from January 1, 2018, to December 31, 2020. This Agreement is entered into by and between the Board of Higher Education and the Massachusetts Teachers Association / National Education Association as the exclusive collective bargaining agent for members of the bargaining unit.
