Behavioral Health Workforce Scholarship Program

To be eligible for the Behavioral Health Scholarship program, the student must:

1. Be enrolled in an eligible institution, as defined;
2. Be a U.S. Citizen, permanent legal resident, or non-citizen eligible under Title IV regulations and physically reside in Massachusetts for at least one year, as of the start of the enrolled term with an intent to remain in Massachusetts consistent with Board of Higher Education policy; or have an approved eligibility status designated by the Board of Higher Education pursuant to Section 9 of Chapter 15A, as amended by Section 11 of Chapter 28 of the Acts of 2023;
3. Complete the Free Application for Federal Student Aid (FAFSA) or, if ineligible to complete the FAFSA, then complete the Massachusetts Application for State Financial Aid (MASFA) annually
4. Comply with financial aid verification requirements;
5. Not be in default on any federal or state student loans for attendance at any institution, or owe a refund for any previous state financial aid program;
6. Enroll, as a matriculated student, on a full-time or part-time basis (minimum of 6 credits, or the equivalent) in an eligible behavioral health program of study leading to a graduate level degree or certificate; and
7. Meet Satisfactory Academic Progress (SAP) according to institution’s requirements and federal standards.

Students will need to agree to the following terms and conditions via the online application:

1. Sign a scholarship agreement to obtain certification and/or licensure and commit to working in Massachusetts for at least six (6) months per academic semester of award under this program pursuant to the service commitment section below, and provided that failure to complete the required behavioral health work commitment will result in a repayment of funds as defined in said agreement;
2. For individuals already employed in an eligible behavioral health setting, remain employed at that setting or another eligible behavioral health setting, and for individuals not yet employed in an eligible behavioral health setting, become employed in an eligible behavioral health setting within six (6) months of completing an approved behavioral health master’s degree or graduate-level certificate;
3. Annually provide proof of employment to document fulfillment of the service obligation;
4. Acknowledge that this scholarship is considered repayment through service and in absence of fulfilling that commitment, the scholarship reverts to a loan that must be repaid by the scholarship recipient, per the terms of the promissory note; and
5. Acknowledge the set-forth repayment through service schedule, that six (6) months of work will forgive one semester of scholarship

Or any other accredited public or private higher education institutions located and authorized to grant degrees in the Commonwealth that (1) offer eligible programs, and (2) are attended by an eligible student that currently lives in one of the Advancing Health Equity in Massachusetts Priority Geographies municipalities.

Approved behavioral health master’s degree or graduate-level certificate programs, inclusive of mental health and substance use disorder (SUD)/opioid use disorder (OUD) treatment programs, listed below:

• Mental Health Counseling
• Substance Abuse Counseling
• Marriage and Family Therapy/Counselings
• Rehabilitation Counseling
• Psychoanalysis

Or any other master’s degree or graduate-level certificate programs that directly name behavioral health, mental health, or substance use treatment as its specific area of inquiry within the following CIP Codes:

The Board of Higher Education is authorized to award up to $12,500 for tuition, fees, and stipends for an academic year in which a student enrolls in and makes satisfactory academic progress in an eligible program.

1. Make sure you have completed and submitted the Free Application for Federal Student Aid (FAFSA).
   • Note: Your 2026-27 FAFSA must indicate you are a permanent Massachusetts state resident in order for a copy to be sent to OSFA.
   • Once submitted, it takes 3-5 days for your FAFSA to be received by our office. Be sure to complete this step early!
2. Login to or create a MASSAid Student Portal account if you do not already have one.
3. Complete the Behavioral Health Workforce Scholarship Program application in the MASSAid Student Portal system, including uploading a transcript reflecting your enrollment in a qualifying program.
   • The application is located in the “Grant/Scholarship Online Applications” section of the portal;
   • The “Apply for 2026-2027” button will be grayed out until (1) OSFA has received your 26-27 FAFSA and (2) the application is opened.

The application for the 2025-2026 award year closed on January 20, 2026 and late submissions cannot be accepted. The application for the 2026-2027 award year is expected to open in late fall 2026. OSFA will share further updates on this page, when they become available.

Once recipients complete their program, they must obtain full-time, qualifying employment in order to complete their service requirement. Internships and fellowships do not qualify and will not count toward the service requirement. Additionally, “full-time” is a status determined by the employer.

ECSI, our servicing partner for the Behavioral Health Workforce Scholarship program, will contact you to request that you set up an account with them. They will be your point of contact for managing your award moving forward.

You will need to submit an Employment Verification Form to notify them when you begin working. The Employment Verification form is available on ECSI's website under the download forms menu. Enter Massachusetts Department of Higher Education as the school name, click continue, and then ‘show other forms’ near the bottom. Instructions on next steps are on the form. Once submitted, please allow 10 business days for processing. ECSI will notify you when the status has been updated.

If you are unable to attain full-time, qualifying employment before the end of your grace period, you can apply for deferment using the Deferment Form, also located on ECSI’s website through the download forms menu.
