Background

The Training Resources and Internship Networks (TRAIN) grant program was launched in FY16 to address the need of long-term unemployed adults seeking workforce readiness training and industry relevant skills to support their reengagement in the workforce. The program later evolved to also address the needs of:

  • adult learners who were new entrants to Massachusetts (including immigrants, refugees, or those displaced by natural disasters, and others experiencing economic disruptions due to global competition and technology innovation);
  • veterans transitioning into the civilian workforce;
  • previously incarcerated persons seeking a fresh start; and
  • those with physical or cognitive challenges who were otherwise able and eager to contribute to society.

Now, the Commonwealth faces the latest workforce challenge to support adult learners who have been impacted by the COVID-19 pandemic and need training to reskill/upskill for occupations in high-demand industry sectors.

Employers provide essential input on curriculum and program design to address industry skill requirements and workforce readiness expectations as well as to offer internships and other experiential learning opportunities for students to develop and demonstrate their prepared-to-work capability. Participating employers are not responsible for any costs related to their engagement in the TRAIN program, although matching or in-kind contributions associated with the provision of internships are welcome and recognized for their value.

TRAIN leverages partnerships between Massachusetts Community Colleges, the Labor and Workforce Development system (MassHire Regional Workforce Investment Boards and Career Centers), and other agencies of state government, e.g., Department of Corrections, and community-based organizations to align an array of available “wrap-around” support resources.

TRAIN Grant RFP & Awards

During the FY20 TRAIN program implementation, grant awardees successfully adapted to the rapidly changing conditions imposed by the pandemic, transitioning the delivery of training to online/hybrid modalities and adapting the experiential learning aspect of TRAIN within the constraints of social distancing guidelines. The FY21 TRAIN grant program is intended to build upon the experience and learning from prior year projects by recruiting and serving additional student cohorts through existing training programs that serve critical industry sectors (Healthcare, Information Technology) or regional workforce demands that are demonstrated through current job posting data.

By providing eligible individuals with a comprehensive program of training and wrap around support services, adult learners will be prepared to secure employment, support their families and contribute to Massachusetts’ economic recovery. These fourteen grants totaling $1,339,534 will provide training for 427 adult learners located in every region of the Commonwealth served by each of Massachusetts’ 15 community colleges.

FY22 Project Summaries & Proposals

The Training Resources and Internships Network (TRAIN) grant program supports long-term unemployed, under-employed and new entrant adult workers who seek to enter/reenter the workforce. For FY22 there is an additional priority to serve workers impacted by the COVID-19 pandemic who need training to reskill/upskill for jobs in high-need industry sectors identified by the Workforce Skills Cabinet in the Regional Blueprint plans. By providing eligible individuals with a comprehensive program of training and wrap around support services, adult learners will be prepared to secure employment, support their families and contribute to Massachusetts economic recovery. These fifteen grants totaling $1,500,000 will provide training for more than 500 adult learners located in every region of the Commonwealth served by Massachusetts’ 15 community colleges.
